The Solar Incentives NJ Program Administrator identified a significant number of eligible solar facilities that would be impacted by an annual deadline to receive payment for past solar production. This year, the certificates associated with solar production in Energy Year 2022 (EY22) from June 2021 to May 2022 were set to expire on September 1, 2023.

To assist participants with the registration process, the original NJCEP Certification Letter with all Steps to Register for Payments was reissued on March 20, 2023. The next notice from the Solar Incentives NJ Program Administrator addressing this was sent to system owners on April 11, 2023 followed by a final notice on August 22, 2023. The GATS Administrator also informed owners of any eligible certificates held in a system owner’s account that required action in June 2023.

If a system owner had already registered at https://solarincentivesnj.com/ but received these email notices, the system owner or their REC aggregator needed to either begin submitting meter readings to GATS or transfer previously created certificates to our account.

Announcement Details

Per the Board Rules and Orders establishing the Transition Renewable Energy Certificate (TREC) and Solar Successor Incentive Program’s Administratively Determined Incentive (ADI) programs, an NJ TREC or SREC-II certificate can only be redeemed in the PJM Generation Attribute Tracking System (GATS) the Energy Year in which the electricity was produced or in the following Energy Year.

System owners are required to have all solar production from June 2021 to May 2022 processed by September 1, 2023 in the PJM GATS. This deadline enables the Electric Distribution Companies (EDCs) to meet their reporting deadline of October 15, 2023 with the New Jersey Board of Public Utilities (BPU) for all Energy Year 2022 (EY22) certificates being retired for Renewable Portfolio Standard (RPS) Compliance purposes.

EY22 certificates not invoiced to the EDCs by September 1, 2023, will lose their eligibility and instead be categorized as a New Jersey Class I REC. NJ Class I RECs may still be sold but at a significantly reduced value compared to TRECs and SREC-IIs within this program.
